Background

Damaris Wambua is a Senior Early Childhood Development and Education Specialist with over 20 years of experience strengthening ECD systems across Africa. She brings deep expertise in program strategy, policy advocacy, workforce development, and evidence-based parenting and early learning models, with a strong focus on multi-sector coordination to advance equitable, high-quality learning for vulnerable children. As an Advisory Committee Member of EERUI, Damaris provides strategic, evidence-informed guidance to advance inclusive, community-centered nurturing care and early learning for children in rural and urban informal settlements, aligning with EERUI’s focus on empowering caregivers and strengthening nurturing learning environments from the earliest years. She is currently a PhD candidate in Early Childhood Studies, with a strong commitment to bridging evidence, policy, and practice to improve outcomes for children in low-income communities.

OSCAR KADENGE

Background

Oscar is an Early Childhood Development Specialist and the Chair of the Board of Directors, ECD Network for Kenya. He is a recognized champion and subject matter specialist in Nurturing Care for Early Childhood Development. He is an alumnus of the prestigious Harvard Kennedy School of Government with a bias for leading and scaling up ECD initiatives in LMICs.

NANCY MWALI, PHD

Background

Nancy is a Finance professional with 20 years’ experience working with International Development Organizations with an in-depth understanding of Donor Needs & Requirements, Financial & Grant Management; Development and Maintenance of Strong Internal Control Systems & Policies; Risk Management, Statutory & Operational compliance as well as Budget Management, Organizational Development, She has extensive working experience She has a Ph.D. in Finance from St. Paul’s University. Her research interests are in profitability of commercial banks as well as fundraising and sustainability of donor funded organizations.

DR. BELL OKELLO

Background

Dr. Bell Okello is a seasoned researcher and development practitioner with over 30 years’ experience across public, civil society, and private sectors. He holds a PhD in Agricultural Sciences from the University of KwaZulu-Natal and has led work in livelihoods, food security, gender-responsive programming, and sustainable agriculture across Africa, Asia, Europe, and the US. As Director of ETC Consulting, he brings expertise in program design, evaluation, and policy advocacy, strengthening institutions and advancing inclusive rural development.
